Community-committee: Add CommComm to Getting Started on website

The Get Involved section of the website does not mention or point to the CommComm or any CommComm resources. Let's fix that!

@nodejs/website-redesign We're still landing patches to the website during the redesign, right?

This could be a Good First Issue for a CommComm member or observer.

@dshaw I'll be working on this. I think some content from CommComm README would be enough.

I added point under Discussion:
The Community Committee is a top-level committee in the Node.js Foundation focused on community-facing efforts.

Is it right/enough?
p.s I used to Google to translate into other languages. Someone should verify that.

Looks good Waleed. My only suggestion would be to put the CommComm link immediately following the first discussion bullet point, "The GitHub issues list is the place for discussion of Node.js core features".

@dshaw I was going to move it up, but someone already merged the PR.
