Add a favicon for the browser window.

Ideas:
VSCode Icon
Codercom logo
Currently editing file type icon (ex. js, cpp, css)
Ability to interface via extensions (for customizability)

It鈥檇 be nice to include iOS app icon (#802) and default to Coder logo, with option for custom icon 鈥攖here鈥檚 a VS Code logo in neon lights that I really like.

@nol166 @code-asher would a PR be helpful? I can put something up later today or tomorrow. Anything else that should be taken into account?
