Coala: Write dev docs about testing a coala change on all bears

A coala change often needs to be tested against bears.

To do this, the coala-bears CI needs to be instructed to install the coala PR, so that the bears CI can show the effect of the coala change.

https://github.com/coala/coala/pull/4424 is an attempt to automate this, but it depends on the docker image, which is broken atm.
