Cms: [Feature Request] Add `devMode` global variable in Twig

I know we can already get it with craft.app.config.general.devMode, but that is a little verbose for something that I think is used pretty regularly. I suggest adding a devMode global variable for convenience, just like we have currentUser, currentSite, and more.
