Is your feature request related to a problem? Please describe.
When a user looks at the vote details for an open vote, if they did not have tokens to vote in their address at the time the vote began, then there is just a blank space where it would normally show their voting power. This space could be used to tell the user why they cannot vote.
This is even more awkward if they currently have tokens, but did not get them by the time of the snapshot block.
Describe the solution you'd like
When a user has an Ethereum provider connected, but they did not have tokens in the current address at the time of the vote snapshot, an error message could be shown:
The current account you are using did not hold any [vote tokens name/ symbol] at the time this vote began (insert time here), and therefore cannot participate in this vote. Make sure your account is holding [vote tokens name/ symbol] at the time a vote begins if you want to vote using this Voting app.
