I am unable to creat a paper key.
When I click on the Create button at the top of the People page, my device page opens.

Click "Add Device" from the Device page, and then select "Paper Key"
A Paper Key is a "Device" from the perspective of keybase.

That's pretty unintuitive. "Add Device" != "Create Paper Key". Maybe rethink the interface?

Ha, fell for this too - didn't know what to click on next; google searched to end up here...
Perhaps an easy fix for the initial notification asking to create a paper key: link directly to the "create a paper key" screen (skip the devices list). Then we all get it (via the email confirmation) that a paper key is a "device"
Corollary issue might be a situation where you're on the move (without pen+paper) and the paper key only shows once - what do you do then?

Screen cap? presumably your on a authorized device when creating a "paper key" couldn't one then just screen cap the key as it's displayed and then store it someplace safe or encrypt it on your device so only you can access it?
