Cli-microsoft365: Enhancement: extend `spfx doctor` with `version` option

We should extend the spfx doctor command with a new option named version which allows to check the compatibility for the particular SPFx version.

Right now, the command starts with detecting the version of SPFx either based on the project in the current directory or the Yeoman generator installed globally. It could be however, that neither is available and there is a need to check the compatibility for a specific SPFx version. Explicitly specifying the SPFx version and skipping the version detection logic would be helpful in such case.
