The CDN help page shows that various distributions are available starting at basic up through full-all. The full-all is not available for version 4.7.0 on the CDN.

@IgorRubinovich Sure, we can help you here. However provided link, http://cdn.ckeditor.com/4.7.0/full-all/ckeditor.js does work for me. I was able also to check it with US / Europe proxy.
Could you double check it? If it still doesn't work, could you try visit it using a proxy?

There is a slight chance that Amazon end point which is located close to you was unlucky when fetching resources. I just forced clearing the CloudFront cache, it should help. Make sure to clear the browser cache on your side as well.

Yes, one some CDN edges there were some issues today. It should be ok now. Clearing cache should help if the wrong server response was cached.
