Cirrus-ci-docs: CIRRUS_LAST_SUCCESSFUL_CHANGE

Add new CIRRUS_LAST_SUCCESSFUL_CHANGE which will point to the last sha on the same branch where all Cirrus tasks finished successfully.

This can be very useful for incremental builds.
