I think I have asked for this feature before but I'm not able to find it now. Sorry in advance if it is a duplicate.

choco install package --source
as suggested here in this Scoop issue.

On MacOS HomeBrew can do this and on Linux guix/nix, Spack, EasyBuild, portage, pkgsrc, LinuxBrew ...

Although this is technically doable during the update, I don't think this is something we will ever see here due to fantastic amount of work involved for random package for end result that has zero benefit to typical user and next to zero benefit to any user - all the stuff you mentioned in _Why_ section are either not worth it or incorrect.
