Chart.js: How to draw a custom line in scatter graph?

Im working with this template:

I'm now trying to draw a vertical line at 400, I tried the solutions posted here and cannot make my graph to draw the line.
All the examples where in bar or line charts, this is scatter, any difference?

Although no error, no line or box is appearing inspite of using the plugin. @alejandrofm @etimberg could you please share your solution for a scatter chart?
