Chapel: Build REST API layer for Chapel

I thought this was a ticket already.

It would be very useful for inter-application communication to have a REST layer for Chapel. I'm thinking of something with and embedded HTTP server for testing but also deployable, like Python Flask

I'm sure this is an external, e.g. Mason, project, but I'm not sure where else to put this.
