Cesium: Support for WFS 3.0

So we just completed a WFS 3 Hackathon, that generated a number of new implementations. See https://github.com/opengeospatial/wfs3hackathon/blob/master/Implementations.md#an-openlayers-based-client

But there was one major change that came from the hackathon - https://github.com/opengeospatial/WFS_FES/issues/64 and most implementations aren't up to date with that.

https://github.com/opengeospatial/WFS_FES/blob/master/implementations.md is probably the best place for up to date implementations, I think those should all get up to date to the latest in the next few weeks. Feel free to reach out to me when anyone starts on this to get the good stable references.

And would be really great for you all to try it out! Spec is not locked in yet, so if you try it out early we'll be able to incorporate any improvements you suggest. And it's being run with all the open source tooling, so feel free to post issues on github, etc.
