Expanding on what @prcastro said, I'm having problems installing plugins behind a corporate proxy. The queries work, but when installing the plugins it seems like cerebro doesn't use the proxy correctly.

use proxychain?
I start cerebro like this:
proxychains4 -q cerebro >/dev/null 2>&1 &
