Move MCIS refine feature's REST API: from GET /mcis to GET /control/mcis.

Why is this needed
:

/ns/{nsId}/mcis/{mcisId} [get] API에는 정보/상태 조회 기능 (metadata, status, id, simple) 만 남긴다면,
refine 기능은 다른 API로 옮기는 것이 좋을 것 같습니다. 😊

공감합니다..^^ 일단 api를 읽기 전용 구분을 위해 나누는 상황이라 오브젝트에 수정을 가하는 refine은 옮기는 것이 맞을 것 같은데,

Refine이 라이프사이클을 위한 정리옵션을 것을 고려하면
/ns/{nsId}/control/mcis/{mcisId} 에 들어가도 되지 않을까 싶네요.^^

func RestGetMcis(c echo.Context) error 함수의
else if 구문에서 action == "refine" 조건을 삭제하고

func RestGetControlMcis(c echo.Context) error 함수의
if 구문에 action == "refine" 조건을 추가

위의 두 함수의 Go annotations (for Swagger) 를 적절히 수정

src/ 에서 make swag 실행하여 Swagger doc 업데이트

테스트 스크립트의 REST API path도 적절히 수정
