Cataclysm-dda: Tool belt encumbrance

Describe the bug

Tool belt torso "encumbrance when full" is 36. Full backpack for example have only 25 max encumbrance.

Expected behavior

Expected less encumbrance (at least less than a backpack).

Need an outline of WHY it should be lower, my understanding is the weight on your hips plus tools swinging all over the place makes a toolbelt unusually encumbering.

Gameplay reason: why would I bother with a toolbelt when I could use a pouch at a much lower encumbrance?
Balance reason: a toolbelt is essentially a belt of pouches for tools. That is to say, it can easily be equivalent to just pouches and pouches have much lower encumbrance at nearly the same volume.
Realism reason: nobody would use toolbelt IRL if they were bulky and awkward to use.

AFAIK encumbrance is really hard to define, so it's been all over the place for awhile. We need some model/data points to really set is straight

  1. Weight is a different game mechanic and have nothing to do with encumbrance.
  2. Tools are not "swinging all over the place" in modern tool belts.

I thought it would be obvious that belt with tools on your waist should have less encumbrance than an average backpack crammed with items.
