This is an older, known bug but with the new glass window types, it is getting new attention.
Thanks to PR #32595 the vehicle parts are resistant to damage now.
What if the construction / terrain could also have separate damage resistances to difference sources of damage?

As purveyor of guns in CDDA, you can indeed through reinforced glass. It has been that way for a while. Doing so will reduce the damage of each shots, but it is indeed possible and reinforced glass will not break unless ammunition itself is very powerful.(try shooting it with .50 BMG)
This looks very intentional as those reinforced glass in real life tend to stay in the place due to coating.
Plus, I remember reinforced glass working exactly like what you described back in 8000ish version. So I assume this was some kind of enhancement to reinforced glass.

For the purpose of this testing, let's use accurised SIG-552 with telescopic sight. .223 Remington will be used as ammunition.

My crack shot character will shoot at zombie under this condition:

The Result after shooting zombie through Reinforced glass 10 times:

Now, let's test this without reinforced glass on a new zombie:

That didn't take long.
Now I will test this in cataclysmdda-0.C-7918 using the same gun(SIG-552 with .223). Shoot through reinforced glass at a zombie:

The glass did not break and damage is reduced.
So this issue goes way way, way back. Allright.
So, I assume this is not an issue at all? Should these types of glass be penetrable or not?
These types of glass should be weakened by shooting through them.

Unfortunately there isn't a good way to handle this. Except maybe for adding three new types of terrain - "shattered laminated/ballistic/reinforced glass" and turning undamaged corresponding glass into these new terrains on damaging, much like wooden doors are behaving now.
I've been thinking of adding a "chip damage overlay" that is normally empty but tracks incremental damage to terrain or furniture.
This would be extremely cheap to track and serialize, and could even be discarded after a while.
