Overencumbrance to body parts make players less effective in driving vehicles.

Describe alternatives you've considered
Encumbrance above 60 makes driving difficult, like having a reduced driving skill or crippled control handling as the penalty.

Additional context
It seems awkward to drive while wearing 3 backpacks in a pitch.

As a player would have a concern that from a realism point of view it only takes a few seconds to dump a couple of bags which includes their contents onto the passenger seat.
In CDDA you can't do that as removing bags dumps their contents (well random inventory items) into the vehicle cargo (or through the floor if not enough cargo space).

This is a good example of where you can skip the verisimilitude to avoid useless and annoying mechanics. At worst encumbrance should slow down your ability to start a vehicle, after which could we please just assume you toss your bags somewhere and get busy? I don't want to have to deal with that explicitly.

Have anyone else tried wielding a large corpse (~600L cow) and driving? The mechanics is partially present, just for a larger threshold.

I was okay with riding a bicycle with a zombie corpse in my hands.

The problem is, wielding stuff doesn't have a limit on item size/volume, it only drains your stamina and can occasionally give pain, depending on the item's weight. And at the sime time, you can't haul stuff into vehicles, probably exactly for this particular reason. Come to think of it, I'm not sure how advanced inventory handles huge items.

Easy way out would be to remove wielded item while driving (dropping it on the ground if it's out of inventory limits, with a typical alert that goes with that), then automatically re-equip it later. Because e.g. driving while wielding a mininuke is what I'd consider a definite exploit.

As for original suggestion, I agree with @drayath, wouldn't that just add the necessity of stuffing everything under the seat before you drive? I'm not sure that would add a whole lot to the game. Not to mention that even with skill 0 you can still drive pretty much anything reliably, so the proposed penalty would be negligible.
