Shouldn't all tracked be option selected instead of all users option?
Maybe. I worry that changing that might lead to situations where some new browser starts appearing that's not tracked yet and people will miss the fact that a feature may not be as well supported as it appears...
I'd love to see that, or some explanation of the relevance & meaning of untracked. I spent a little time trying to identify the 5% (AU) discrepancy with flexbox after noticing it wasn't in older versions of IE. If the default showed all tracked, I probably wouldn't have even noticed. I'm assuming the missing 5% isn't actually relevant anymore - correct me if I'm wrong.
Sidenote, If a new browser pops onto the scene, it's probably not going to get a rush of widespread usage if it doesn't have current CSS support. I suspect it would end up tracked well before it hit significant usage figures.

I only recently noticed "all users" vs "all tracked" option because I was having a similar issue as @ShaneOfMacquarie. The numbers weren't adding up and I was confused. I don't think I mind what it defaults to as much as I most definitely mind that there's a help icon next to it or an about page I can easily find for an explanation of what it means. I didn't find the option self-explanatory at all and had to search google to find this issue and get an idea of what it means. Eventually after clicking through and searching all the pages on the site I found a more detailed explanation at the very bottom of this page: https://caniuse.com/usage-table.

Could also be a setting allowing you to set what will be selected by default.
