Caffe: Why not support 'pip install caffe'?

Hi,

I am a user who want to use caffe, pycaffe on windows7, 10.
There are many breakthrough projects made by caffe, caffe2, so I want to run them on my pc easily.
But it is several things to do such as compiling, deploying, downloading related library.
When googling about caffe, there are also many articles with experience about their installation for caffe.

But for other library like keras, tensorflow, it is very easy to set them on computer using pip.
Why caffe does not make this way?
and there aren't prebuilt version?

Is there any things that I missed or I don't know?
