This is not a regression, it was happening for me on 0.15 as well, but couldn't find STR

I cannot reproduce the issue on 0.17.19. it seems like it has been fixed. assigning the recent milestone for testing.

Reproduced issue in 0.18.12 on MacOS. Reopening.

@LaurenWags PR that should solve it https://github.com/brave/browser-laptop/pull/9664 is targeted for 0.20. I think this is dupe and we can close it in favor of #6869. wdyt?
