Brave-browser: Tabs opened via top tiles are not synced in Desktop

Description

Tabs opened via top tiles are not syncing in Desktop

Device Details

Device 1: Desktop windows 10 (Brave version 1.12.108)
Device 2: Android 5.1.1 (Brave version 1.12.108)

Steps to Reproduce

1. Clean profile 1.12.108
2. Sync device 1 and device 2
3. Once the sync is established between device 1 and 2, enable Open tabs sync settings in both devices
4. Open a NTP in Android
5. Click on any one of the top tiles ( I clicked on Wikipedia)
6. Wikipedia opened in a NTP
7. Wait for the open tab (Wikipedia) to sync in Desktop

Actual result:

Open tab (Wikipedia) from android is not synced in Desktop

Expected result:

Open tab (Wikipedia) from android should be synced in Desktop
