When the browser is maximized a blue bar appears on my second monitor, which is located above my main monitor. See image for better understanding. https://i.imgur.com/orez8se.png The taskbar hides it normally. But when you have something open that covers it, say a video in fullscreen. The blue bar will show over it, as seen in the image.

The browser needs to be maximized for the blue bar to appear. The blue bar can also be grey depending whether the window is active or not.

I found out how to reliably reproduce this bug.
You have to have fullscreen videos open on both monitors. Exit out of the fullscreen on the main monitor and the browser will overlap a blue bar onto the second monitor.
In my case I have a fullscreen MPC-HC video open on my second monitor, which is above my main monitor. And open a youtube video on my main monitor, go into fullscreen and exit fullscreen. The browser is now displaying a blue bar on my second monitor.
Actually, you can just press F11, no need to play any videos. Open the browser, maximize it, press F11 twice and open something in fullscreen on your second monitor, it will show a blue bar.
Might be fixed with the fields trial fix in 68.x cc: @kjozwiak
I am also having the exact same issue. Latest version of Brave.
How to reproduce:
On the top monitor have a video in full screen.
On the bottom monitor have Brave Browser maximized.
Pretty sure this is a chromium issue, noticed it with Brave and Microsoft Edge Chromium.
I searched the chromium bug tracker but didn't seem to find anything...
