Brave-browser: Add allow ad/tracker functionality per site for troubleshooting

Description

Currently users can only troubleshoot up to toggling on or off individual shields.
It would be great if we could empower users to troubleshoot within individual shields to toggle on and off individual resources.

Steps to Reproduce

  1. Load a site with some ads / trackers
  2. Click the count in the shields panel to see the list

Actual result:

You can't toggle things in this list.

Expected result:

You should be able to toggle things in this list.

Reproduces how often:

Always

Brave version (brave://version info)

All versions, but at the time of this writing 0.57.3.

Reproducible on current release:

  • Does it reproduce on brave-browser dev/beta builds? Yes.

Website problems only:

  • Does the issue resolve itself when disabling Brave Shields? N/A.
  • Is the issue reproducible on the latest version of Chrome? N/A.

This is literally the one issue that would tip the balance and make Brave my default browser. It's just those times when I don't want to take the Shields ALL the way down...just for that one particular resource that's legitimate, but being grouped with all the other rubbish. Thank you for your hard work!

This would be great, currently some websites break when some trackers are blocked and with ads most websites are unusable

I'd like to cast a vote for this as well.

I'd love to see this implemented as well.

Decided to try out Brave today and liked it till I noticed this issue. How has this not been done yet?!

Also wanted to note that this is requested fairly frequently and seems to come standard with most other ad-block services (ublock, ghostery, privacy badger all have this). Is there any particular reason this functionality isn't viewed as particularly valuable? cc
