Bentobox: French locale

One of BBW's dev is french (me) and there is no French locale in BentoBox... 😨

Describe the solution you'd like us to implement.

Provide a default and officially supported (which means it'll be kept up to date just like the en-US one) French locale.

I added a BentoBox locale admin command that will analyze locale files for BentoBox and addons. It'll find missing strings. It's just a passive analysis right now, but it could be enhanced to add the missing strings into the files with a suitable "FIXME" tag to them.
