Bedrock: Integrate git-sync-operator deployments into bedrock CI/CD pipeline

We have successful deployments of dev, stage, and prod environments in gcp via the git-sync-operator in the iowa-a and iowa-a-prod branches[1] based on @pmac's https://github.com/mozilla/bedrock/pull/5618. Once that merges to master I'll rebase the iowa-a branch and open a new PR.

[1] "iowa-a" is named after the GCP region and availability zone the GKE cluster is in, following the naming convention established with our AWS "oregon-a" and "oregon-b" clusters
