Azure-webjobs-sdk: Add .NET Framework consumer test project

To avoid problems such as #2186, it would be great to have a test project here that consumes the WebJobs SDK in a .NET Framework csproj.

Upvote! Really confused here. Officially the new SDK says it support Framework, but I can't find any examples yet.
