Quite a few management libraries have their reference docs show up under the "Other" node instead of a node of their own

I'm assuming the onboarding team didn't know what services those were. I have no idea either tbh. I think for this we can create an issue for them but I do not know what to tell them where these should be placed (other than app service :) ) - do you have any ideas on where they can find this info?

Can we not use the same name as those used in https://azure.github.io/azure-sdk-for-js/?

Or we can ask the management plane team to give us the names. cc @qiaozha

@ramya-rao-a I am not familiar with how the docs are generated yet? do you have any idea who I can contact with?

@qiaozha, @rloutlaw is the right contact

@rloutlaw Can you help me about the document

@scbedd Can we help @qiaozha in fixing up the docs toc here?

@ramya-rao-a I definitely can. I won't know where to put a bunch of these, but I'll follow-up with a question for those I can't categorize.

Cleaning Up Commit

Might not be perfect, but it's a gigantic improvement.

Thanks @scbedd!

Can you add @nickzhums as the reviewer for when you create the PR?

@scbedd Appreciate it, looks good to me general, just left a minor comment
