Issue Description

On Windows, the PublishTestResults task generates the following warning:

No build level attachments to publish.
##[warning]Could not publish build level data. Object reference not set to an instance of an object.

Publishing test results to test run '1003152'.
TestResults To Publish 2, Test run id:1003152
Test results publishing 2, remaining: 0. Test run id: 1003152
Published Test Run : https://tfsprodcus3.visualstudio.com/A0fb41ef4-5012-48a9-bf39-4ee3de03ee35/public/_TestManagement/Runs#runId=1003152&_a=runCharts.

No warning is generated when the same task is run on Linux or Mac agents:

@youfoundkris basically , this is just warning and no impact on functionality, we just missed some null check for one of new feature. We have fixed it and its in process of deployment.
