Fail over will work for Private endpoint scenarios.
@ShaneBala-keyvault is working on updating the documentation to address it.

I updated the document to note that it will take up to 20 minutes for private link connections to be re-established, and that this will happen automatically without any intervention from the user.

Changes are in PR now, will be live within 48-72 hours.

I am archiving this issue for now.
