Please enable report (.pbix) download. This is currently disable (grey out as an option), you might have turn off download data.
The second paragraph said we can download the app and open in PowerBI Desktop. I cannot do that.

I have Power BI Pro license. I am a consumer, logging in with my Microsoft FTE account.

@kichiu AFAIK , the option to download the .pbix is currently not supported. However, as a workaround, you can connect to AzureCostManagement App through Power Bi desktop.
Open PowerBi Desktop -> Get Data -> Azure -> Select AzureCostManagementApp - > Click on Connect

Select the scope and enter the Enrollment Number/Billing Profile Id and Number of months

After applying the changes, you can view the queries related to the App by clicking on Transform Data option.
To view each query , select the query and click on Advanced Editor.

When we do these steps, we don’t see the app - pre-defined report. We just got to the API with the raw data.

@kichiu Hi there. Sorry this article was inaccurate about downloading the PBIX file. As SwathiDhanawada-MSFT said, Power BI apps don't support downloading the PBIX file directly. I've updated the article to say as much with https://github.com/MicrosoftDocs/azure-docs-pr/pull/122185. We're working on putting the file on GitHub, but there's no clear timeline when the work will be completed.
