We are unable to figure out why some of our students have more applications listed in Azure Dev Tools for Teaching vs others. There is no documentation to explain this.

Yes, please see the screenshot attached of two users. One user has 137 items listed for download and the other only has 5. Both have the same licenses in Azure.
@HarrisburgUSysAdmin Thank you for the screenshots. This is strange indeed. I've tried with two of my accounts, but see the 139 items listed for both. Could you please confirm if this is happening consistently at your end (across different sessions and browsers post cache refreshes)?
Yes, it seems with all new accounts. Here is another screenshot for a new faculty member recently setup in the system. We have tried all browsers and even private browser sessions. No luck.
Do you have an understanding of how MS determines the list of applications?

@HarrisburgUSysAdmin So, to access all the benefits, every student/faculty will need to sign in to https://azureforeducation.microsoft.com/devtools, verify their account and accept terms and conditions, post which they will have access to all the benefits.

Please confirm that these steps were performed successfully by each account and let me know if you still see issues.
