Azure-docs: Reservations do not apply to serverless SQL

The page should state explicitly that SQL reservations do not apply to the serverless compute tier.

Unfortunately, we found that this is mentioned in a different documentation section (https://docs.microsoft.com/en-us/azure/sql-database/sql-database-serverless) only after creating reservations for our serverless SQL databases.
