Azure-docs: ARM Template for Service Health Alerts

I wish to create service health alerts using ARM template. The template in the link -https://docs.microsoft.com/en-us/azure/service-health/alerts-activity-log-service-notifications selects all services and regions. I want to filter the Region to say "East US" and the Service to say "Virtual Machine" & "Virtual Machine Scale Sets". Is this possible through ARM templates? I don't see a way to do that using ARM Templates. There is no documentation around this. Is there a Sample ARM template somewhere which shows how to code in Region, type of Service?

I found the solution here - https://thomasthornton.cloud/2019/07/18/creating-azure-service-health-alerts-in-powershell/ but it would be good to have the official documentation updated with the ARM template to filter services and regions.

EDITED# sorry, as I can see, the scope is defined also per subscription, but only other way
