Azure-docs: Deploying a Windows supporting AKS cluster using 1.14.6 not possible in regions such as West Europe

Following the instructions for deploying a cluster in West Europe (and possibly other regions) using 1.14.6 is not possible as that version is not available for the region. However shift to a later release such as 1.15.5 enables a Windows node pool without issue.

Thanks @akav for the report - this is expected as 1.14.6 is no longer in our supported versions window. We will fix the doc to have a working example cmd.

@mlearned / @zr-msft please update this k8s version on the windows doc. I have opened a ticket number here: 1659591
