Azure-docs: Get ALL operations end point always returns empty operations array

GetAll operations endpoint doesn't return data. Always returns
{
"operations": []
}.
Is there any use with this endpoint? Or Can we clarify if/when any operations are returned please.

"This call only returns pending Reinstate operations. Since this is a rare case, in almost all cases this API call will return empty result and it’s fine."
