I believe it is because the lower section of that article talks about boundary best practices, under the "Adopt a Zero Trust Approach" section.

@MarileeTurscak-MSFT , @DeanGross - We're reworking the Azure security landing page and table of contents. As part of this effort, I will be deleting the boundary security link from the table of contents. The network security best practices link will remain in the table of contents.
