I am looking for more guidance on the bingId response property. Can we use this id to perform a bing search?

Unfortunately, you cannot query bing based on the bing Id today.
That said, I have passed the feedback to the bing team.

Actually, the question is not about this document... It's about the capabilities of the bing cognitive services. The goal of the document is to talk about custom skills, not necessarily all the capabilities of the bing cognitive service. But to answer the question: Nothing has changed as to the bing cognitive services capabilities.
