Azure-docs: Unclear re 'Private site access' on Consumption plan

The section Private site access seems to imply that Consumption plan is not supported.

You are now able to configure a consumption plan Function app to accept HTTP traffic only from a virtual network. It is available in the "access restrictions" page for that application.

I've updated the private site access section to include consumption, and added a short description of how to access service endpoints in the portal.
