Azure-docs: Enable Azure Storage Advanced Threat Protection using an ARM template

Advanced Threat Protection is currently in preview, but would it be possible in the future to enable this with an ARM template?

@SumanthMarigowda-MSFT Thanks. This works, however it is not very well documented in the ARM template reference.

I've seen this template, but it doesn't validate and doesn't seem to be documented for the latest API version.
