I feel like this is not really a good answer considering the fact that this page claims the Active Directory Graph API is being deprecated Feb 2019...

I would take a look at this blog release. It mentions a preview coming in a couple months and it seems that Graph for B2C (Azure AD Graph) will remain up and running.

Did this ever get reopened? All information seems to strongly point towards using Microsoft Graph and if Microsoft Graph is still not recommended then the Note at the top of the page should include verbiage like "As of Spring, 2019, Azure AD Graph is still the recommended platform for production systems..."
