Why don't we let people know that they can also resize a VM in the portal? Might be handy for an Azure newbie.

@darmour thanks for the feedback. This specific guide is just explaining how to resize using PowerShell but I see your point. I believe it is just assumed you would know how to resize via the portal as it is only two steps. But regardless, I will assign to the author to review and adjust the doc as needed.
