Azure-docs: Permissions needed to onboard VMs

When attempting to enable the change tracking solution from on a new VM with only contributor to a resources group access, an error message is displayed stating 'The solution cannot be enabled due to missing write permissions for the virtual machine or deployments.' The troubleshooting link takes you to this page but does not define the correct permissions required to solve this message.

@ld0614 Thanks for reaching out. Is the link in the actual error message? I will get this item added to the troubleshooting guide, Here is where we discuss rbac permissions for onboarding though to get you unstuck for now.

Thanks for the link, as you can see from the picture there is a troubleshooting link which takes you through to this page which is why I was surprised that there wasn't a specific mention of the issue on the page,

@ld0614 I have a PR that I will merge today that adds the section to the troubleshooting guide and provides the link to the appropriate permissions in the RBAC doc. It will close this issue when it is merged but if you have further questions reach out, reopen or open a new issue.
