Do all users in my directory need to have a P2 or an E5 license? or can I only do access reviews on people who have the P2/E5 license?

Can I only do access reviews on people who have the P2/E5 license? - To use Access Review, you would need to have either the Azure AD P2 or EMS E5 license assigned to the user in question.

I am OK to close this, I'd like to see a colored callout in the documentation under Prerequisites that says something like "Only users that have been issued a P2 or E5 license are available for access review". This may sound like a silly callout but there is precedent in the platform that around how many p2 licenses are needed to light up a feature (if I have 100 users and 5 p2 licenses, can I access review all 100 users?). I continuously get asked this question for EVERY p2 feature.
