Azure-docs: Fixed Issue with 503 Unavailable

I followed this article, but when I tried to test the function in the portal, I received an error 503 - Unavailable during the test. When manually navigating to the URL, the webpage returned stated: This Azure Functions app is down for maintenance
Host is offline.

I found that in the wwwroot folder, there was an app_offline.htm file. Not sure how it got there during the webapp deployment, but I renamed it and the function began working. You can do this by clicking Test and in the bottom pane, click the Console tab, then type "cd .." and then "ren app_offline.htm app_offline.htm.old" or you can open the App Service Editor from the Platform Features tab on the root webapp, and then right click the app_offline.htm file and click Rename

Hey @ioamnesia This was probably an anomaly from Azure/app-service-announcements#137. As per the instructions provided in the announcement, if this continues to be an issue, please try setting SCM_CREATE_APP_OFFLINE to 0 to turn off this behavior and try again.
