Azure-docs: Automatic User Provisioning - 404 Error
Looks like WebEx may have deprecated the SCIM API? Following these instructions for automatic user provisioning produces a 404 now when testing the API.

It looks like Cisco may have moved WebEx to the CiscoSpark API set. I was able to get provisioning working within WebEx with https://api.ciscospark.com/v1/scim/[tenant id]/
