Azure-docs: Retrieving secrets from local environment

This doc doesn't display how to run the web app locally. You jumped from "Install dependencies" to "Publish the web application to Azure" which kind of doesn't make sense to me, because every developer would like to test the app before publishing to Azure. To my point, why would I even care about the section "Installing dependencies" if the app isn't locally tested first?

Additional context on this matter. You can check the .Net Core version of the quick-start tutorial. They do test the app locally first.

How to run the Node.JS webapp locally?

Followed the sample and got 401 unauthorized... Somehow MSI_Endpoint and MSI_Secret are not populated by checking Kudu. Not sure what went wrong.
