Azure-docs: Actualize this guide to follow latest Azure features

In a guide describing "classic alerts" that will be retired soon https://docs.microsoft.com/en-us/azure/monitoring-and-diagnostics/monitoring-classic-retirement
Instead of classic alerts, this guide should use new alerts.
Also, please update all screenshots, because portal UX is different from what was in 2016
And finally, please update a list of VM sizes, because during past 2 years MS announced so many new types, that list in this article looks extremely short and out-dated

Hi , please provide more information on the required WebhookData generated by the performance alerts.
It seem like the webhook data got updated and the code unable to recognize the alert's status.
