The topic button is disabled inside the service bus but the queue button is enabled. How can this button be enabled

@shinojgk thank you for your feedback! If you selected Basic Pricing Tier you will need to upgrade it to Standard in order to have access to Topics. More information about the differences between pricing tiers here.
I will request @sethmanheim to enhance this document so that we make clear that to use Topics you will need Standard or Premium Tier.

Thanks @sethmanheim . My suggestion was also to update this document and perhaps the others written for the different programming languages (.NET, Java, Node.js, PHP, Python, Ruby):
