Aws-cli: [feat] aws cloudformation wait stack-update-rollback-complete

as per the title, once you call aws cloudformation cancel-update-stack it's natural to call aws cloudformation wait stack-update-rollback-complete before touching the stack

PS: similarly for stack-delete-complete, although _I_ do not have a need _yet_.
